Montreal, UN Capital: A Key United Nations Presence

The UN recently formalized the inauguration of a sixth United Nations office in Montreal.
The United Nations Human Settlements Programme, known as UN-Habitat, is opening its project office in Montreal with an initial team of nine employees and a mission that includes promoting 'inclusive, safe, resilient, and sustainable cities and human settlements.

Beyond its cultural and economic dynamism, Montreal asserts itself as an international capital thanks to the significant presence of several United Nations offices and secretariats, including the imposing International Civil Aviation Organization (ICAO) and the Secretariat of the Convention on Biological Diversity (SCBD).


This concentration of UN expertise is not just a symbol of prestige; it generates considerable economic benefits, attracts a highly qualified workforce, strengthens Canada's diplomatic standing, and gives the city significant influence on crucial global issues such as sustainable aviation, biodiversity protection, and disaster risk reduction.


Today, we are highlighting an often-underestimated but fundamental aspect of Montreal's identity: its role as a major host city for the United Nations.


Far from being mere administrative offices, these UN entities are nerve centers for decision-making and coordination that bring tangible and strategic advantages to the metropolis.

 

The UN Pillars in Montreal

While there are not six distinct, full-fledged agencies, Montreal hosts key entities that, together, represent a substantial UN presence.

 

The largest and most influential are:

  1. The International Civil Aviation Organization (ICAO)

    • Founded in 1944 and headquartered in Montreal ever since, ICAO is a specialized agency of the United Nations that sets international standards and regulations necessary for the safety, efficiency, and regularity of global aviation.


  It plays a crucial role in coordinating its 193 Member States for the sustainable development of aviation. Its headquarters serve as a convergence point for diplomats, experts, and decision-makers from around the world.


  1. The Secretariat of the Convention on Biological Diversity (SCBD)

      This secretariat manages one of the world's most important environmental conventions. Under its umbrella also operate the secretariats of the Cartagena Protocol on Biosafety (regulating genetically modified living organisms) and the Nagoya Protocol on Access and Benefit-sharing (equitable use of genetic resources), as well as the Clearing-House Mechanism Coordination Unit.


      The SCBD is, therefore, a vital center for global negotiations on biodiversity conservation


  2. Presence of the United Nations Office for Disaster Risk Reduction (UNDRR)

    • Montreal has also hosted a presence related to the UNDRR, particularly through partnerships for urban resilience and sustainable development, highlighting the city's commitment to safety and planning in the face of climatic and natural challenges.

The presence of these UN offices confers multiple and profound benefits upon Montreal:

  1. Direct and Indirect Economic Benefits:

    • High-caliber employment: These organizations employ hundreds of international civil servants, experts, and support staff, generating high salaries and a specialized workforce.

    • Hospitality and business tourism sector: ICAO and SCBD regularly host conferences, expert meetings, and general assemblies, attracting thousands of international delegates.


This translates into hotel nights, spending on dining, transportation, and entertainment.

 

ICAO alone is estimated to generate tens of millions of dollars in annual economic spin-offs for the city of Montreal and the province of Quebec.


 Large SCBD conferences also attract significant international traffic, with similar economic impacts.


  1. Taxes and local spending: Employees and organizations contribute directly to the local economy through their daily expenses and taxes.

  2. International Reach and Diplomatic Influence:

    • Status as an international city: Montreal is one of the few cities in the world to host the headquarters of a specialized UN agency, placing it on the diplomatic map and enhancing its prestige.

    • Hub of expertise: The presence of global experts attracts other international organizations, research centers, and universities, creating an ecosystem of innovation and knowledge.

The Government of Canada, Quebec, and the City of Montreal are actively investing in maintaining and strengthening the UN presence, notably through infrastructure modernization and promoting the city's assets


For example, millions of dollars have been invested to modernize ICAO's headquarters and keep Montreal as its home base.

 

The United Nations' presence in Montreal is not merely a geographical coincidence; it is the result of political will, recognized expertise, and a conducive urban environment.


This "UN capital" is a strategic pillar that ensures Montreal's influence, reach, and economic and social benefits for all its citizens.
