In a context where the housing crisis is hitting the metropolis hard, a breath of fresh air is sweeping through the Rosemont–La Petite-Patrie borough. The City of Montreal has just announced a major injection of $25.1 million to create 350 affordable housing units within the Angus Technopole.
With guaranteed monthly rents between $1,100 and $1,400 and delivery scheduled for the summer of 2027, this project spearheaded by the Société de développement Angus promises to be a model of urban integration, combining social diversity, local commerce, and sustainable infrastructure
Today, we are heading to the East End of Montreal, specifically to the Angus Technopole, an eco-district that continues to redefine the standards of responsible urban development.
The news is officially out: Îlot Angus will be enhanced by a major residential complex, providing a concrete, quantifiable response to the shortage of affordable housing.
1. The Project
The city council has given the green light, granting $25.1 million in financial support to the Société du Patrimoine Angus Résidentiel. This new development will include four residential buildings totaling 350 affordable housing units.
The distribution of the units has been designed to meet the diverse needs of Montreal's population, particularly families:
121 units with one bedroom
134 units with two bedrooms
95 units with three bedrooms
Thanks to the strict criteria of the Programme d’habitation abordable Québec (PHAQ), rents will be safeguarded well below current free-market prices. As specified by Christian Yaccarini, President and CEO of the Société de développement Angus (SDA): "Rents will vary from $1,100 for a 1-bedroom to $1,400 for a three-bedroom unit."
2. Financing and Strategic Partnerships
This real estate tour de force is not happening in a vacuum. It is the result of a multilateral collaboration.
Municipal Investment: $25.1 million injected directly by the City of Montreal.
Provincial and Federal Support: The involvement of the PHAQ (provincial) and the highlighting of the project by the administration of Soraya Martinez Ferrada (Federal MP for Hochelaga) illustrate a rare and necessary alignment of all three levels of government.
The Developer: The Société de développement Angus (SDA), a true pioneer of the social economy and urban revitalization in Quebec, acts as the project manager and owner.
3. Target Clientele and Social Impacts
The goal is clear: to retain the middle class, essential workers, and young families in Montreal by curbing urban sprawl.
But the project goes far beyond simple brick walls. The ground floor of the buildings will serve as a genuine community and commercial hub, fostering social inclusion and local economic development. It will feature:
A grocery store to boost local food offerings.
An Early Childhood Center (CPE), meeting a critical need for young families in the area, thereby facilitating work-life balance and the return to employment.
The premises of the Bouffe-Action organization, which specializes in food security. The inclusion of this organization ensures a solid social safety net and promotes community resilience at the very heart of the residential complex.
4. Mobility and Extraordinary Facilities
The approach to mobility in this project is spectacular and perfectly aligns with the Technopole's "green" philosophy.
Parking and Storage: 225 car parking spaces and 350 indoor storage spaces exclusively for tenants.
Active Mobility Revolution: The project includes the integration of 7,000 bicycle parking spaces. This astronomical figure makes Îlot Angus a regional nerve center for soft mobility, serving not only the residents of the 350 units but also anticipating the massive influx of workers, visitors, and users of the neighborhood's community services.
5. Economic Spinoffs
Economically, this multi-million dollar project will generate hundreds of direct and indirect jobs during its construction phase (engineering, architecture, construction trades). In the long term, the arrival of these new households guarantees a captive customer base and sustained foot traffic for the businesses on Masson Street and the Technopole.
By freeing up a portion of household budgets through affordable rents, their discretionary purchasing power will mechanically increase and be reinvested into Rosemont's local economy.
6. Deployment Schedule
The countdown has begun. According to city council documents, the final delivery of the four buildings must be completed no later than April 30, 2027. The very first tenants will have the privilege of unpacking their boxes and taking ownership of their new living environment by the end of summer 2027.
