Revitalization of the FITHI: A Call for Projects to Boost Winter Tourism in Montreal

Tourisme Montréal, in collaboration with the Ministry of Tourism, is relaunching the Winter Tourism Intervention Fund (FITHI).

This strategic program aims to support innovative projects that enhance Montreal’s winter tourism offerings.

A call for projects has been launched for initiatives to be delivered between December 2025 and January 2028.



Tourisme Montréal announces the relaunch of the Winter Tourism Intervention Fund (FITHI), a key lever to stimulate original and structuring initiatives in the field of winter tourism.


This fund, implemented with the support of the Ministry of Tourism under the Winter Tourism Support agreement, aims to strengthen Montreal’s appeal during the cold season.


The call for projects is open to a wide range of stakeholders: for-profit and non-profit organizations, cooperatives, municipal entities, recognized Indigenous communities and nations, as well as any consortium of these groups.Eligible projects must be delivered between December 2025 and January 2028, and financial assistance may cover up to 50% of eligible expenses


Promoters have until August 29, 2025, at 4:59 p.m. to submit their applications.

The FITHI’s objectives are clear:

  • Develop a distinctive winter offering to attract visitors from Quebec, Ontario, and the United States;

  • Encourage structuring projects and innovative solutions;

  • Enhance the winter tourism calendar to ensure continuous programming;

  • Stimulate economic benefits with a focus on sustainable development;

  • Highlight strategic sectors such as nature tourism, Indigenous tourism, business tourism, and culinary tourism

This relaunch of the FITHI represents a unique opportunity to position Montreal as a must-visit winter destination while supporting innovation and resilience in the tourism sector.
