The City of Montreal has recently adopted a Specific Urban Planning Plan (PPU) for the northern part of Île-des-Sœurs, a strategic area undergoing transformation.
This ambitious plan aims to create a living and working environment of the TOD (Transit Oriented Development) type around the future station of the Réseau express métropolitain (REM).Objectives of the PPU
The PPU for the northern part of Île-des-Sœurs aims to structure the growth of the neighborhood by considering social cohesion and optimizing interventions in terms of planning, mobility, and accessibility.
Main guidelines
Desired densification: With the upcoming arrival of the REM station, the PPU anticipates a densification of the area to accommodate new residents and workers.
Transformation of mobility: The plan encourages more active modes of transportation, such as walking and cycling, by improving existing infrastructures and creating new safe routes.
Highlighting historical and natural components: The PPU emphasizes the preservation and enhancement of the historical and natural elements of the area, thereby contributing to the quality of life for residents.
Regulating built form and environmental performance: The plan proposes standards to regulate the construction of new buildings, with a focus on environmental performance and harmonious integration into the urban landscape.
Impact
The PPU plans to add about 2900 housing units in the area, which could attract around 4500 new residents in the short and medium term.
Considering the residential projects in the south of the island, more than 5500 individuals could move to L’Île-des-Sœurs, representing an increase of over 25% of the local population.
This demographic growth poses challenges in terms of developing a municipal service offer that is tailored to the needs of the residents.
Public consultation and engagement
The draft of the PPU has generated significant interest from residents and stakeholders.
Nearly 3,700 people participated in the various stages of the public consultation process, and the commission received over 550 opinions.
The proposed vision and main directions received a favorable reception, although some specific interventions sparked debates.
The particular urban planning plan (PPU) for the northern part of L'Île-des-Sœurs represents a crucial step in the development of this strategic area of Montreal.
By integrating sustainable development principles and optimizing mobility and accessibility, this plan aims to create a structured living and working environment, while preserving the historical and natural components of the neighborhood.
