Off-Market Housing Development in Montreal

The City of Montreal recently announced the reservation of four municipal properties to the Société d'habitation et de développement de Montréal (SHDM) for the development of off-market housing.
On May 2, 2025, the City of Montreal made a major decision by reserving four municipal properties for the Société d’habitation et de développement de Montréal (SHDM) to create off-market housing.
This initiative is part of the new municipal property transfer policy, which aims to make strategic sites available to non-profit organizations to support the creation of affordable housing projects.
The four municipal sites reserved are as follows:
• Plaza Hutchison: Land and building located at 7290 Hutchison Street, in the Villeray-Saint-Michel-Parc-Extension borough, with a potential of 40 housing units.
• Former Solotech factory: Land located at the corner of Gilford and 2nd Avenue, in the Rosemont-La Petite-Patrie borough, with a potential of 75 housing units.
• Hall: Land and building located at 2145 Hall Street, in the Sud-Ouest borough, with a potential of 40 housing units.
• Hampton: Land adjacent to 4335 Hampton Avenue, in the Côte-des-Neiges-Notre-Dame-de-Grâce borough, with a potential of 56 housing units.

As the real estate arm of the City of Montreal, the SHDM is identified as a preferred partner for concluding development agreements on these specific sites.
The SHDM will work to conduct the feasibility studies and financial arrangements necessary to maximize the potential of these sites and create as many off-market housing units as possible, based on the context and needs.
The SHDM currently manages more than 5,200 affordable off-market housing units.
Benoit Dorais, Vice-President of the Executive Committee and responsible for Housing, Finance and Property Assessment, Real Estate Strategy, and Legal Affairs, emphasized the importance of this initiative:
"Today, we are once again taking concrete action to address the need for affordable housing in Montreal.
The reservation of these four properties demonstrates our commitment to ensuring affordable housing for all.
Building affordable housing is a top priority for our Administration, and acquiring strategic land is an essential step in achieving this."
This initiative is part of a series of actions aimed at preparing the groundwork for the construction of social and affordable housing in Montreal.
By multiplying these actions, the City of Montreal is affirming its determination to build an inclusive city, where everyone has access to quality housing.
